Dear Colleagues,

As many of you know, the bill sponsored by California Congressman George Miller that would place stricter government standards on the operation of therapeutic schools and programs has been reported out of the Labor & Education Committee. The bill will soon be examined by the House Rules Committee and possibly scheduled for floor debate.

On Sunday, the IECA Board looked at this issue and decided that the Association must seek to better understand the bill, its implications for programs and particularly, its implication for IECA consultants. The Board felt that we could best assist our members by conducting this review independently of other groups by employing our own outside experts. We hope to involve such a legislative expert in the coming days.

After this review, we will explain the bill and its impact directly to IECA members and suggest appropriate actions that members can take. While IECA bylaws prohibit the association from direct lobbying efforts, this will allow us to advise members based on what is best for IECA, IECA members and the profession and to do so independently or in partnership with others based on the advice we receive.

IECA is fully aware of the intense efforts of our colleagues in NATSAP and this internal initiative is not intended to interfere or diminish their dedication. We hope our research will ultimately support our mutual interests and concerns.

The IECA Board and staff are committed to moving forward promptly, with care, and will give this issue the attention it deserves and provide the support members need to understand and respond to this legislation.
